Here are the detailed requirements for PEZA Registration:

1. Ecozone Developers

  • Filled-out Application Form and Anti-graft certificate
  • Board Resolution authorizing the filing of the application with PEZA and designation of representative/s authorized to transact registration
  • SEC Registration, Articles of Incorporation and By-laws
  • Audited Financial Statements for the last 3 years, if applicable
  • Project description
  • Site Development Plan
  • Vicinity map indicating various land uses and important landmarks within a kilometer-radius of the proposed zone
  • Proof of land ownership or any document confirming the applicant’s authority to use the land
  • Endorsement of the Sangguniang Bayan / Panlungsod
  • Department of Agrarian Reform (DAR) conversion clearance or exemption certificate or Housing and Land Use Regulatory Board (HLURB) Zoning Certification, whichever is applicable
  • Certification from the Department of Agriculture (DA) that the proposed area is not covered by Administrative Order No. 20 and such land has ceased to be economically feasible
  • Verified Survey Returns and technical description of the proposed area
  • Environmental Compliance Certificate issued by the Department of Environment and Natural Resources or Environment Management Bureau (DENR / EMB)
  • Natural Water Resources Board (NWRB) Certification that the identified source of water shall not cause supply problem for the adjacent communities
  • Other documents as may be prescribed by the PEZA Board.

2. Export Enterprises

  • Filled-out and notarized Application form and Anti-graft Certificate
  • Board Resolution authorizing the filing and designation of a representative
  • SEC Registration, Articles of Incorporation and By-Laws
  • Project Brief

3. IT Enterprises

  • Filled-out and notarized application form
  • Corporate Profile (including the parent, if applicable):
    • Brief company history
    • Existing or proposed business activities and projects
    • List of affiliated companies registered with PEZA
    • List of affiliated companies registered with Board of Investments (BOI) and copies of the Certificates of Registration with Terms and Conditions and annual report submitted, if applicable
    • Principal Officers and biodata
    • Audited Financial Statements (for the last 3 years, if applicable)
  • SEC Registration, Articles of Incorporation and By-laws
  • Project Brief

Zone-Specific Requirements:

1. Aurora Special Economic Zone Authority (ASEZA)

  • Letter of Intent
  • SEC Registration, Articles of Incorporation and By-laws
  • Board Resolution authorizing the filing of the application with PEZA and designation of representative/s authorized to transact registration
  • Identification documents of investors:
    • Foreigners – photocopy of valid passport
    • Locals – photocopy of valid identification cards
  • Certificate of Title, Lease Agreement, Deed of Sale or similar documents
  • Audited Financial Statements for the past 3 years
  • Bank Certification of deposits or credit line
  • If part of a larger enterprise doing business outside the ASEZA, evidence of restructuring which excludes the operations of its ASEZA enterprise from business operations outside ASEZA
  • List of Assets comprising the investment to be made
  • Certificate of Compliance to Master Plan of ASEZA
  • Such other documents that ASEZA may require

2. Cagayan Economic Zone Authority (CEZA)

  • Filled-out Application Form (CSEZFP Form 99-1)
  • Project Feasibility Study
  • SEC Registration, Articles of Incorporation and By-laws
  • Name and address of legal agent if not a corporation or the business organization established in the Philippines
  • If there is foreign ownership, proof of inward remittance and/or investment or other proof of financial capacity acceptable to CEZA
  • Evidence of intended physical location
  • If part of a larger enterprise doing business outside the CSEZFP, evidence of restructuring which excludes the operations of its CSEZFP enterprise from business operations outside CSEZFP
  • List of assets and other properties comprising the investment to be made
  • Application Forms for work permits for any expatriate personnel
  • List of references that may be contacted to verify the information included in the application, including a commercial bank and/or financial institutions and independent auditor
  • Certificate under oath that the CSEZFP Enterprise applicant will comply with the Masterplan as may be adopted and amended from time to time
  • Undertaking that applicant shall not at all times conduct any unlawful activities

3. Clark Development Corporation

  • Letter of Intent with Project Evaluation Form
  • Letter of Endorsement of Lessee
  • Signed and Notarized Sub-lease Agreement
  • Board Resolution
  • SEC Registration, Articles of Incorporation and By-laws (Certified True Copy)
  • Resume of Stockholders and Key Management Officers
  • Proof of Financial Capability
  • Latest Audited Financial Statements stamped ‘Received” by Bureau of Internal Revenue, if applicable
  • Latest income tax return, if applicable
  • Bank Certification of deposits or credit line
  • Proposed Site Development Plan and Construction timetable/financial schedule
  • Production Process Flow Chart, if applicable
  • Company Brochures, if any
  • Environmental Impact Statement
  • Formalities with National Telecommunications Commission (NTC) and franchises from Congress, if applicable

4. John Hay Special Economic Zone

  • Letter of Intent with Company Profile, Preliminary Project Data, Environmental Checklist, and Board Resolution of authorization for Company representative
  • SEC Registration, Articles of Incorporation and By-laws (Certified True Copy)
  • Latest Audited Financial Statements, if applicable
  • Latest income tax return, if applicable
  • Bank Certification of deposits or credit line
  • Proposed Site Development Plan
  • Production Process Flow Chart, if applicable
  • Profile of Chief Executive Officer
  • Company Brochures, if any

5. PHIVIDEC Industrial Corporation (PIA)

  • Letter of Intent with – Company Name, Name of the Project, Description of the Project, Project Cost, Area Required, Power Requirement, Water Requirement, Employment and Time Table
  • Filled-out Application Form
  • Feasibility or Project Study
  • Company Profile or Brochure
  • Development Plan and Proposed Activities for 2-year period
  • Process Description and Process Flow
  • Certificate of Description and Business Name
  • SEC Registration, Articles of Incorporation and By-laws
  • Income Tax Returns for the last 3 years , if applicable
  • Audited Financial Statements for the last 3 years, if applicable
